Negeri Perak mengharungi situasi pemerintahan kerajaan tempatan yang unik selepas PRU12 bulan Mac tahun lalu. Di bawah PR, Ketua-ketua kampung dilantik melalui cara pemilihan undian oleh penduduk kampung masing-masing. Semua pihak boleh dicalonkan jika layak, serta bertanding untuk jawatan tersebut.

Setelah peristiwa pertukaran kerajaan negeri yang kontroversi, MB Zambry telah memecat lebih 800 orang ketua kampung tanpa sebarang notis melalui pegawai daerah masing-masing Khamis lalu. Ini sekaligus menamatkan JKKK (Jawatankuasa Keselamatan & Kemajuan Kampung) seluruh Perak merangkumi lebih 8,000 orang - di mana setiap 817 buah JKKK diwakili 10 orang AJK termasuk Ketua Kampung sendiri.

Ini mengejutkan kerana dikatakan sebelum ini, Zambry berjanji akan mengekalkan status Ketua Kampung sedia ada. Lagipun surat perlantikan mereka adalah mulai 1.8.2008 hingga 31.7.2010. Ketua kampung hanya terlucut jawatan sekiranya mereka didapati bersalah dalam kes jenayah atau diisytiharkan bangkrup.

Sehubungan itu, Zambry diberi peringatan 48 jam oleh SU DAP Perak, Nga Kor Ming untuk memohon maaf dan menarik semula keputusan tersebut. Sekiranya beliau gagal berbuat demikian, satu konvensyen semua ketua kampung negeri Perak akan diadakan - untuk memutuskan samada saman akan dibuat kepada kerajaan negeri atas perlanggaran kontrak.

DAP claims Zambry sacked 800 village chiefs without notice

More than 800 village chiefs, who were elected to their posts nine months ago, were sacked without notice by the district officers of their respective areas last Thursday. The village security and development committees (Jawatankuasa Keselamatan dan Kemajuan Kampung or JKKK), of which they chaired, were also made defunct, effectively terminating the services of over 8,000 individuals, as each of the 817 JKKKs have 10 committee members, including the village chief.

Speaking on their behalf yesterday, Perak DAP secretary and former state executive councillor in charge of local government Nga Kor Ming, said the decision caught the village chiefs by surprise as Perak Menteri Besar Datuk Seri Dr Zambry Abdul Kadir had earlier promised that they would keep their job.

"They want Zambry to apologise and to retract the decision," he said, giving a 48-hour grace period, after which a convention for village chiefs would be held to decide on whether they would sue the state government for breach of contract.

In their letters and certificates of appointment, they were to serve from Aug 1 last year to July 31, next year.

Village chiefs only lose their posts if convicted of criminal offences or declared bankrupt, Nga said, pointing out that there was no clause in their appointment letters for termination and that their sacking was politically motivated.

"Only one party can sack them, and that should be the villagers. This is the same for assemblymen who only lose their posts through elections," he said at a press conference.

Nga said that Perak was the first state in the country to introduce elections for village chiefs, as Pakatan Rakyat was "restoring democracy to the JKKK institution" to give local residents a chance to choose their own community leaders.

While the termination letter took effect last Thursday, about 40 disgruntled village chiefs said at the press conference that they and their secretaries stopped receiving the RM400 and RM200 monthly allowances respectively, since BN seized control of the state in February.

"They didn't even give me a chance to defend myself before they sacked me," said 39-year-old Syed Abdul Halim of Kampung Talang Tengah in Sungai Siput.

Perak memang panas. Dari Sultan, MB turun ke Ketua Kampung, hingga ke rakyat jelata. Semua panas. Tiada yang yang menyusahkan negeri ini, jika Kerajaan PR tidak diguling tempohari. Jika Najib tidak tamak, dan jika BN benar2 anak jantan.
